Importing Polished Diamonds into the United States: A Practical Guide

Polished diamonds imported into the United States must be correctly described, valued and declared. The exact entry procedure depends on the shipment’s characteristics, origin, value and importer arrangements.

Identify the goods correctly

The description should make clear whether stones are rough or polished, loose or mounted, and natural or laboratory-grown where relevant. Quantity, individual carat weights, characteristics, available grading documents and origin information should be internally consistent.

Review formal import entry

U.S. Customs and Border Protection’s diamond and gemstone import guidance explains that higher-value imports typically require formal entry and may involve a customs bond and detailed information. A licensed customs broker can help determine the proper entry pathway and tariff classification for the specific goods.

Don’t apply rough-diamond requirements indiscriminately

The Kimberley Process certification system specifically addresses rough-diamond trade. The fact that a product is a polished diamond does not, by itself, create a rough-diamond Kimberley certificate requirement. Other import controls and truthful customs documentation remain applicable. U.S. CBP guidance distinguishes between different gemstone categories.

Prepare appropriate commercial or substitute documentation

CBP describes invoice and entry-document requirements, including adequate goods descriptions, quantities, values and appropriate tariff information. If the stones are being gifted, ask a broker which supporting ownership and valuation documents are acceptable for that transaction.

Verify the consignee and release conditions

Confirm who will act as importer of record, who is the intended recipient, how identity will be verified and which parties may instruct the carrier on delivery. The name on a gift letter alone is not a customs clearance authorization or carrier receipt.

Before air carriage

Verify in writing that the selected service accepts loose polished diamonds at the declared value and destination. Keep any laboratory report numbers, precise storage addresses and security instructions in appropriately protected channels.
